The 1983 Fraser Valley Regional Library Budget wes: passed by the
Board of Management at their 23 February 1983 meeting. The City of Port
Coquitlam's share of the $4,965,679 is $262,586 which is an increase of
$17,351 over last. years Library Tax Assessment (LTA) of $245,235, or + 7%.

The overall inerease in the FVRL budget is less than 1%, when one
takes into account Surrey's departure from the library system. The reason
Port Coquitlam's LTA has increased by 7% is that the Assessment Taxable for .
“Hospital purposes increased by 32.4%, or about’ 6.7% more than the average
increase. The assessment for hospital purposes is used by the FVRL because

“it is one of the few.assessments which is common throughout the whole area.

‘The budget itself has been designed to limit the number of employees
and at the same time continue towards our goal of two books per capita
(excluding paperbacks). The highlights from the budget are:

(1) NO INCREASE IN STAFF.

; In fact, it is quite possible that ten employees at headquarters |
and. several at the White Rock Branch will be laid off depending upon whether
Surrey contracts with FVRL to provide book ordering and cateloging services
and. whether Surrey agrees to reimburse the FVRL for the large number of Surrey
residents who use the White Rock Branch. ;

(2). | ALL LIBRARIES TO CLOSE ON FRIDAY EVENINGS (5-9 p.m.).:

oo, The closing of all libraries on Friday evenings will result‘in a
saving of $68,732. Friday evenings are traditionally the low usage time of
our Libraries and will cause little hardship.

(3). INCREASE IN PHOTOCOPIES FEE.

4n increase in the photocopier usage fee from 20¢ per copy to 25¢
per copy will realise an increase in revenue of $10,000.
