To: Mayor and Aldermen From: Environmental Sub-Committee May 26th, 1972, Re: Flood Control Measures C 0 UNC Further to the meeting held with Water Rights Branch officials on May 17th, "1972 (a copy of minutes attached) the Environmental Sub-Committee has met further to discuss flood planning. Alderman Meyer will comment to Council on certair aspects . of these arrangements. The local organization will be as set out in the revised Civil Defence By-law which calls for the Mayor to be the Chairman of the Control Committee and the Controi Committee consisting of the Aldermen, the Civil Defence Co-ordinator, City Adninistrator and City Engineer. A line of succession is provided in the event that the office of the Chairman is vacant and the Committee feels that the interpretation of the word "vacant" should mean "not available", With this interpretation there would be no interruption in the function of the Control Committee. At the present time patrolling the dykes is underway on a limited basis. The Engineering Department is monitoring river levels at the Pitt River Bridge and at various lecations on the Fraser. Runoff appears to be progressing favourably and tkere is no immediate problem apparent. Re: Control of Nature Areas and Parks The Committee have further discussed the matter of vandalien and damage to the City parks and other public areas with a view to making additional recommendations ‘in thie regard. 7 The Committee feels that the reward appreved at the last meeting of Council ig an appropriate step and in addition would recommend the following: 1. the best method of control. i¢ to encourage as many people as possible to make use of City facilities such as the Poco Trail and other park areas. Increased general use discourages vandalism; . 2. with this in mind local organizations, for example, the Hunting and Fishing Club, Ratepayers Association, Paco Trail organizations as well as sports groups,. etc. should be contacted pointing out the Problems the City has experienced with van- daliem and requesting their participation in promoting the use of these facilities. These groups should be informed that any vandalism or misuse of facilities should. be reported immediately to the R.C.M.P. and the appropriate telephone numbers provided; 3. in addition, the Committee feel that random patrols could be instituted using the R.C.M.P. Auxiliary Police. The Corporal in charge in charge of the R.C.M.P. Auxiliary feels that the group would be interested in undertaking this project. Per- haps the small city vehicles which are stored at the City yards at night and on the week-ends could be utilized by these auxiidaries in making patrols. It has been de- termined that these auxiliaries can operate on their own without being accompanied by a regular R.C.M.P. officer.
