One regult of this change is to improve the chances of two major projects proposed for British Columbia — a “quelled natural gas (LNG) plant in the Prince Rupert area and a fertilizer plant at Powell River, Now that they can make direct deals ‘with producers, the backers of these two projects are in a better position to arrange gas supplles at rates they can live with. . If one or both of these projecta were to.go ahead, It would be a shot in the arm for the whole Province, as wellas the gas industry. The new pricing structure for natural gas provides a much-needed measure of price predictabiliy for both producers and users. In addition It gives the producers abetter level of 'netback' — the industry's bottom line. This is vital because B.C. has been unable to compete for Investment dollars with Alberta, which has offered. much higher netbacks.. ~ Another big step: the old method of collecting provin- | celal revenue from natural gas, through BCPC, Is replaced by a direct royalty system that Is flexible enough to encourage new exploration. For example, . lower‘ royalties will be charged on gas from new wells than from long-established wells. : Together, the new price stability, improved netbacks and flexible royaltles will help ensure the future health of the’ gas industry.
