I wonder often just haw much sense Parliament makes to the
average person and particularly how much sense some of the

political machinations make.

A casein point involves the proposed nuclear device blast
scheduled for Amchitka Island next month by the Atomic
Energy Commission of the U.S.

I have ‘heard no strong Canadian voice which supports the
blast and, In fact, just the opposite is the case, Strong objection
by Canadians—that's the sivaation. ”

-One Canadian—Jack Davis; “Minister. of - the Environment.
made a very strong speech about this the other day and some of
us thought the text of his remarks could in incorporated into a
motion that the House of Commons could pass... .

Mark Rose, the M.P, for Fraser Valley AWest, tried to’ get.
approval for such a motion on September 10th, Under the Rules
of Parliament-unanimous consent’ is required. .

Mr. Rose also asked in his motion that the House.of Commons
express its unequivocal objection lo the proposed nuclear device
test and indicate this to President Nixon.

When Mr. Speaker put the motion to the House, "members of:
the Liberal Parly said no.and that put an end to the matter---the
required unanimous consent was denied by. Liberal M.P,’s.

The Vancouver Sun carried a news story about the motion
saying that only one Liberal M.P. objected, namely Mr. Eugene:
Whelan, M.P, for Essex in Ontario.

Mr. Whelan a few days later said that he wasn rt ihe only one
who objected, but that there were others. ;

‘In any event Mr. Whelan did object to passing Mr. Rose's

“motion and he gave as his reason that it was a tactic’ on Mr. -
Rose’s part to get credit for something that Mr.Davissaid.

‘A few days later I asked Mr. Sharp, External Affiars Minister, .

if he would introduce a government motion in the House so we |
_ could express our opinion about the damage the lest might do to
the environment and to peace in the world, ,

Mr. Sharp evaded answering the question directly, but did not,
lake the trouble to introduce such a motion. | -

Now, to me all of this evasiveness on the part of government,
the objection by. Mr. Whelan and the speeches by Mr, Davis:
indicate that the Liberal Party i is great on ‘noise and short: on

action.

_ It indicates to me that the government isn't really serious
about expressing strong views to the government of the. United,
States about the proposed ‘Amchitka blast or about man’ other .
matters whereby Canada is; or might be, Injured by U.S: action.

_ _ If you do get the feeling that Parliament and ‘politics’ often
. don’t make much sense, as they don’t in this case, then always
try to remember that M, Trudeau, is’ a continentalist, Not @

nationalist,
