“2a The GVRD Board has not found these proposals acceptable. As. an alternative the Board endorsed the attached 10 recommendations as its preferred mandate for regional planning. Taken together, these recommendations represent no net change from the Board's present planning mandate. Last year these recommendations were endorsed by resolution by 14 of the GVRD’s 15 member municipalities, by the other three boards in the Lower Mainland and by a substantial majority of their member municipalities. A similar proposal was supported by most municipalities ‘in the” Capital Regional District. . A key element in the Board's view of its planning mandate fs the feelin Of most members that the GVRD must have a decision-making role it Tts Tanning function 1s to be taken seriously by municipalities, the private sector or, indeed, the members of the Board 1tselt. The continuation of the GVRD's present mandate is also supported by the Urban Development Institute, the Housing and Urban Development Association of Canada and the Vancouver Board of Trade. It was aggressively pursued in the UBCM's negotiations in respect to changes in planning legislation with Mr. Ritchie's predecessor, and indications are that. the UBCM is highly disturbed by this latest proposal. The UBCM Executive were to meet with the Minister on July 14, 1983; the results of tnts meeting will be reported to your Committees as soon as possible. : Acti ons Taken Mayor Ross, Director Baker and I have met to. discuss the action we should take in response to this legislation prior to the meeting of your Committees. As a result, the following has been done: a Mayor Ross has written to member councils asking them to review the position they took on this matter last year and inform us of their current views (see attached letter); e A letter has been prepared for Mayor Ross’ signature asking the Minister of Municipal Affairs not to proceed further with the legislation until the views-of GYRD member councils are known and have been discussed with the Minister (a copy of the letter will be forwarded to Committee members when available}; @ Apress release outlining the above steps has been circulated (copy attached) ; : _ . @ We have requested an early meeting of the Lower Mainland Planning Review Panel on the matter; and, e Meetings are being arranged between representatives of the Board and major private sector organizations (Housing and Urban Development Association, Urban Development Institute and Vancouver Board of Trade) to discuss the implications of the legislation. eer ba Same tt Waa 34 - 2003 NER Dean Sisal ccendins FE AA
