Campbell Report on UBCM Convention This is the first one that I have attended since 1967 and I still am not satisfied with the format. I believe that there is a necessity to gather all the municipal people together once a year in order to air our grievances but I do not think that this body functions in the right manner. Most of the time - about 90% ~- is used on debating resolutions sent in by municipalities. .Most of these are quite parochial and should be ' golved at the executive Level. Our problems at the present are too great to waste aur time on debates on small matters. These meetings could be used to try and sort out the responsibilities of the Provincial Government and the municipality in all matters that concern us. ‘I believe much more would come out of it if we held seminars on such subjects as welfare, the human resources boards, assessments, secondary highways, etc. There should be no more than two items for the three days and we should try to come to a conclusion that we could present to the Provincial Government. My candid opinion is that if these important matters are overlooked then we will continue to confront the Provincial | Goverment on a daily basis. Therefore, I strongly recommend that changes be made ind finally, the vote system was not very attractive to delegates. I believe that nominations should be made in writing and from the floor the first morning of the Conference and elections should be held on the morning of the third day in order to give everyone a chance to get acquainted with:those who have placed their names for office. An organization is oniy as good as its officers and this is one of the most important parts of the _¢gonference. 1
