~2- Joint Exercise of Powers by Municipalities A Municipality may join with any other municipality or municipalities for the purpose of exercising any powers conferred by this Act, but no agreement made pursuant to this section is valid until ratified by by-laws adopted by a vote of not less than two-thirds of all the members of each respective Council, and no such by-law shall come into effect until approved by the Lieutenant-Governor in Council. In a by-law under sub-section (1), provision may be made with the approval of the Lieutenant-Governor in Council for (governmental) agencies other than municipalities to participate in the exercise of the power conferred by the by-law. The powers of the municipality extend beyond the boundaries of the municipality for the purpose of exercising the powers in accordance with an agreement entered into under sub- section (1). For the purposes of this section,'municipality' includes the City of Vancouver. It was my belief that with this proposed amendment, to include other agencies, regional districts, branches of the Federal and Provincial governments, etc. could also join with the municipalities in the exercise of the function of mosquito control. @ the day of writing this report I have discussed this question with a representative of the Department of Municipal Affairs, and the view of the Department appears to be that it is still considered that the best solution would be to transfer the function to the Regional District. I have, therefore, indicated that the Executive of this Board will seek a meeting with the Deputy Minister during the U.B.C.M. Convention in Victoria, and if necessary with the Minister.
