Compatriots and fight er s throughout the country: In face of the big victories won by our armed forces and people in both zones especially in the South since the begin- ning of last Spring, the U.S. government, on November 1, 1968, was compelled to uncon- ditionally stop the bombard- ments on the whole territory of the Democratic Republic of Vietnam. Thus, after four years of ex- tremely heroic fighting our armed forces and people have won a glorious victory: they have shot down over 3,200 air- craft, shot ablaze nearly 100 big and small warships, thus de- feating the war of destruction conducted by the U.S. imperial- ists against the Northern part of the country. This is a victory of very im- portant significance for our people’s great struggle against U.S. aggression, for national salvation. The U.S. imperialists wrongly’ thought that with the savage destructive force of bombs and shells they could weaken the North, prevent the support ren- dered by the great rear area to the great front, and reduce the fighting capacity of the South. The fact, however, is that the more the North fights the U.S. aggressors, the stronger and steadier it becomes in every res- pect while constantly extending whole-hearted support to the struggle of the heroic compat- riots in the South. Also, the more the compatriots of the South fight the U.S. aggres- sors, the closer their unity, the bigger their strength, and the greater their victories. This is a success of the cor- rect revolutionary line of our Party,/a success of ardent pat- riotism and the strength of na- tional unity and the determina- tion to fight and to win, a suc- cess for our armed forces and people in both the South and the North. It is also a success of © the peoples of fraternal coun- tries and our friends in the five continents. On this occasion, and on be- half of the Party and Govern- ment, I warmly commend our compatriots and fighters in the World Council of Pesce: END VIETNAM During the past 14 years, the . United States has sabotaged the 1954 Geneva Agreements on Vietnam, carried out a war of aggression which has caused untold crimes against the Viet- namese people. To defend their fundamental national rights, the South Viet- namese people and Liberation armed forces, under the leader- ship of the South Vietnam Na- tional Liberation Front, have fought courageously, winning one victory after another and - driving the U.S. aggressors into an irretrievable passive position. In the North, the people and armed forces of the Democratic Republic of Vietnam conducted a valiant and victorious fight for four years against the U.S. Air Force and Navy. Progressive peace forces throughout the whole world, including those of the U.S., have strongly support- ed the Vietnamese people in their fight against the U.S. war ef aggression. In face of heavy defeats and difficulties, the U.S. government has been compelled uncondi- tionally to stop its air, naval and artillery bombardments on the entire’ territory of the De- mocratic Republic of Vietnam and to accept holding talks with the South Vietnam National Liberation Front on questions of concern to South Vietnam. These are initial victories of great importance to the Viet- namese people as well as the peace and freedom-loving peo- ple in the world. However, the U.S. government is at present stepping up its war of aggression in South Viet- nam, continuing its acts of en- croachment of the sovereignty and security of the Democratic Republic of Vietnam and hinder- | ing the progress towards a cor- rect solution to the Vietnam problem. The present policy of the U.S. government still re- mains a serious threat to peace and security in Asia and the world. Proceeding from their resolve to defend the national rights and . peacefully settle the Viet- nam problem, the government of the Democratic Republic of Viet- nam and the Central Commit- tee of the South Vietnam Na- tional Liberation Front respec- tively issued on November 2 and 3, 1968, statements making clear their stand on a political solu- tion to. the Vietnam problem. This stand has been approved by governments of different countries and warmly welcomed by peace-loving people in the world. Basing itself on the above- mentioned situation, the session of the Presidential Committee of the World Council of Peace is unanimous: e Thoroughly to support the Vietnamese people’s struggle for their fundamental national rights: independence, sovereign- ty, unity and territorial integrity of Vietnam; to consider the struggle of the Vietnamese peo- ple as a great contribution to the common cause for indepen- dence, democracy, peace and so- cial progress of the world’s peo- ple. e Sternly to denounce to world public opinion the con- tinued aggression of the U.S. government in South Vietnam and its threat against the De- mocratic Republic of Vietnam; to call on people in different countries to heighten their vigi- lance and to step up their strug- gle for an end to the U.S. war of aggression in Vietnam; e Fully to support the correct stand of the Democratic Repub- PACIFIC TRIBUNE—NOVEMBER 29, 1968—Page 6 President Ho's appeal whole country, and express sin- cere thanks for the great assist- ance and the sympathy and sup- port of the fraternal socialist countries, of the friendly coun- tries far and near, and of the peoples throughout the world, including the progressive peo- ple in the United States. Dear compatriots and fight- ers: We have defeated the war of destruction waged by the US. imperialists in the North. This, however, is only an initial vic- tory. They talk of “peace” and “negotiation,” but they have not yet given up their aggres- sive designs. Over one million U.S., puppet and satellite troops are still perpetrating, daily, in- numerable savage crimes against our compatriots in the South. That is why, it is the sacred duty of our entire people now to increase our determination to fight and to win, and our re- solve to liberate the South, de- fend the North, and proceed to- ward the peaceful reunification of the Fatherland. As long as there is a single lic of Vietnam and of the South Vietnam National Liberation Front on the political solution to the Vietnam problem. To demand the U.S. govern- ment put an end to its war of aggression in Vietnam, to give up for good all acts of encroach- ment on the sovereignty and se- curity of the Democratic Repub- lic of Vietnam, withdraw all U.S. and satellite troops together with their war materials from South Vietnam, liquidate all U.S. military bases there, let the South Vietnamese people settle themselves their internal affairs, and the question of reunification of Vietnam should be decided by the Vietnamese people in both zones without foreign in- terference. e To call on peace and justice- loving organizations and indivi- duals in the world to increase their moral, political and ma- terial support and assistance in diverse forms to the Vietnamese people. To support the enlarged con- ferences on Vietnam in Montreal in November and in Stockholm in December, 1968, and all other activities for peace and indepen- dence of Vietnam and support the movement of the U.S. youth and people against military draft and their government’s policy of continuing the war in Vietnam.
