Freeman, City Clerk. £ Federal Proposal To Enter the Field of Direct Resource Taxation Reproduced on the reverse side of this memorandum is a copy of a letter and its attached resolution that we have received from the City of Kelowna under date of October 30th, 1980. If Council wish to take action similar to that taken by the City of Kelowna might we suggest thar the following resolution be considered: "WHEREAS the British North America Act ‘grants exclusive powers to the provinces with regard tc the direct taxation and ownership of resources; AND WHEREAS revenues derived from the provincial taxation resources is a vital portion of provincial revenues and many programs to the people of British Columbia are dependent on said revenues; . AND WEREAS the Province of British Columbia shares revenues from the mineral resource tax and the British Columbia Petroleum Corporation with the municipalities of British Columbia; AND WHEREAS said revenue sharing is now a significant portion of municipal budgets; AND WHEREAS a tax of resource sales would be a tax paid by the citizens of only a few of the ten provinces; .. NOW THEREFORE let it be resolved that the Council of the Corporation of the City of Port Coquitlam petition the Prime Minister of Canada against this proposal to enter the field of taxation of resource sales on the grounds. that it ‘tgs.neither beneficial to the province nor the municipalities of British Columbia, and in fact is detrimental to all citizens of the province of British Columbia." 4 a> City Clerk,
