His Worship Mayor L.M. Traboulay and Aldermen M.D. Gates, M.J. Gordon, J.J. Keryluk, R.H. Talbot, M.A. Thompson and M.R. Wright in attendance. Aliso in attendance were City Administrator B.R. Kirk, City Clerk R.A. Freeman, City Engineer I. Zahynacz, Director of Planning C.R. Felip, Director of Building Permits and Inspections J. Shardlow and Fire Chief J. Baillie. CONFIRMATION OF MINUTES: Moved by Alderman Talbot: Seconded by Alderman Gordon: That the minutes of the Public Hearing and Regular Council meeting held on March 1lith, 1991 be taken as read and adopted. Carried. PROCLAMATION : His Worship Mayor L.M. Traboulay read the following proclamation: WHEREAS: The Municipality of Port Coquitlam is committed to the belief that equal opportunity and treatment should exist for all people; WHEREAS: Every resident of Port Coquitlam has the right to realize his or her potential, regardless of race, colour, national or ethnic origin, and live at all times in conditions of dignity, respect and peace; WHEREAS: The General Assembly of the United Nations has designated March 21 as the International Day for the Elimination of Racial Discrimination; AND WHEREAS: The elimination of racism and racial discrimination can be accomplished through understanding and respect for the dignity of all people, and is the social and moral responsibility of each person, NOW THEREFORE, I, Leonard M. Traboulay, Mayor of the Corporation of The City of Port Coquitlam, DO HEREBY PROCLAIM March 21, 1991 as the "INTERNATIONAL DAY FOR THE ELIMINATION OF RACIAL DISCRIMINATION" in the City of Port Coquitlam. DELEGATION: His Worship L.M. Traboulay introduced Mr. D. Lowe, Manager, who spoke briefly regarding their proposal for a Shaughnessy Street cabaret.
