Moved by Alderman Muldoon: Seconded by Alderman Gates: That the recommendations made in -the Environmental Protection Committee's July, 1981 report regarding pesticides, be approved. Defeated. Aldermen Gates and Muldoon voted in favour of the resolution. Alderman Wright concurred that the issue was not. primarily a local ‘one and stated in his opinion the Municipality should not make the decision regarding spraying; it should be done on the Federal or Provincial. level. Alderman Keryluk stated Council are not experts and that in his opinion the Council must speak for the people and there’ has been concern expressed regarding spraying of toxic chemicals. Alderman Gates suggested: that the Envirommental Protection Committee's report could perhaps be amended so as to call for a two-year moratorium, rather than a complete ban, on spraying and prior to defeat of the above. noted resolution the following amendment was proposed: Moved by Alderman Muldoon: Seconded by Alderman Gates: That the recommendations in the Environmental Protection Committee's July 19th, 1981 report be amended so as to propose a two~-yeur m.:atorium on spraying rather than a complete ban. Alderman Gates and Muldoon voted in favour of the resolution. Prior to the defeat of the above noted amendment Alderman Muldoon stated that she would feel comfortable with a two-year moratorium as this would give time for the costs to be properly assessed. Alderman Keryluk stated he would be in favour of having a one-year moratorium on spraying and proposed the following resolution.
