AER Eh eet. 2 A RRC Aa We, representatives of peace move- ment, delegates coming from 125 coun- . tries and all continents and over S0 inter- national organizations, have gathered in Warsaw — a city once condemned by Nazi fascism to extinction — a city which rose from ruins as a living symbol of peace. It is from this city that we address our appeal to all the peoples of the Earth: Peace, freedom, social justice, prog- ress for all nations, for present and future generations! During six days of full and frank delib- erations we have jointly reached an as- sessment of the requirements in the pre- sent international situation to ensure peace, international security and social progress. The international and national peace movements have a long and rich tradition of peace work. To the advent of détente all peace-loving social forces, all peoples of good will have made a significant con-_ tribution. Political detente | is now a dominant feature of international life, and has hada positive impact in the world, especially in Europe. It is of vital importance now to strengthen détente, to make it universal and irreversible. The Conference on Security and Cooperation in Europe has an historical importance. The solemn reaffirmation of - the will to fully implement the Final Act of Helsinki, in particular of the 10 princi- ples governing the relations between the participating states, will enable the Bel- grade meeting to take new constructive measures to promote and reinforce détente. We must be watchful of the growing activity and propaganda of those who oppose détente. They give misleading interpretations of détente. They pro- claim the inevitability of war and insist on the anti-humanitarian thesis of an in- herent warlike naturé of humanity. They advocate a modern day version of the detrimental doctrice of ‘‘peace through strength. We call on the nations of the world, on political and social forces, on all those who want peace and friendly coopera- tion among nations, on all those who evaluate objectively the international situation: To unite in actions so as to consoli- date the process of détente, so as to make it irreversible. Intensification of the armaments build-up endangers world peace. The world is already spending more than $1- billion each day on armaments. The arms build-up is an unbearable burden for hu- manity and the biggest obstacle to the _ socio-economic development of nations. _ The most urgent goal of the contempo- rary generation is the halting of the- deadly arms build-up and undertaking ef- fective disarmament measures: It is necessary to do our utmost so that the broadest masses of the world become conscious of the danger of the arms build-up, and actively resist all the man- oeuvres of militarist and imperialist forces who are responsible for this race toward nuclear holocaust. Hundreds of millions of signatures to the New Stockholm Appeal and other mass actions to stop the arms build-up vividly express the will of the peoples. These are effective international actions of social forces at the non-governmental level. We fully support initiatives and steps of governments aimed at the same goals. We fully support the decision of the UN to convene the Special Session of the General Assembly on Disarmament as an important stage toward holding the World Disarmament Conference. We call on all nations and peoples To reinforce efforts to extend politi- cal détente to the military sphere; to voice their determination to halt the arms build-up and to pursue effec- tive disarmament measures at reg- ional and global levels; to increase their efforts to limit strategic weapons systems; to eliminate nuc- lear weapons and other means of mass destruction; to insist on the elimination of foreign military bases; to demand the reduction of armed forces and military budgets; to dissolve simultaneously military pacts. Our aim is to bring about general and complete disarmament and the renunciation of the use of force in international relations. The victory of the heroic people of Vietnam, Cambodia and Laos over the forces of aggression made a positive con- tribution to world peace. Likewise we hail the recent victories of the people of Angola, Mozambique, Guinea-Bissau and other nations who have asserted their right to self-determination and in- dependence.
