Hongkong placed a bomb
aboard a plane carrying dele-
gates to the Bandung Confer-
ence, killing 10 of them) has
continued to allow Kuomin-
tang agents in Hongkong and
Kowloon a free hand to organ-
ize, and they have become
more and more reckless.

“~The Kuomintang agents
have drawn in many gangsters
and hooligans and their scope
has been getting larger and
larger.”

Speaking slowly and em-
phatically, Chou continued:

“The Hongkong authorities
thought these elements would
be useful to strike a blow
against various offices of
People’s China and other or-
ganizations there. In fact, they
got out of control.” ee

Chou charged that Kuomin-
tang organizations were being
preserved in Hongkong to cre-
ate trouble for People’s China.

“There is also the desire of
the U.S. — and there was
pressure on the British from
the U.S. — to leave the situa-
tion like that,” he said. :

The British authorities in
Hongkong~ would have been
happy to see the organizations
of People’s China in Hongkong
or on the Chinese mainland
suffer, but, he~said, “the re-
sult has been that one million
Kowloon people have suffered
from looting, burning, rape
and death.

“Our mainland, where we
have firm law and order, has
not suffered.”

cident, and next it will be

Enlarging on his remark
about the “two tigers,’ Chou
said:

“The fundamental outlook
of the British—that this is a
conflict between Right and
Left—is incorrect.

“But because of this outlook
they tried to utilize the Kuo-
mintang agents and their
gangsters. In a way, Kowloon
is a microscopic reflection of
the British Empire, and if the
same policy is continued they
will meet this sort of thing
everywhere.”

When I asked him to explain
what he meant by this, Chou
said:

“As I told Mr. O'Neill, the
British hope that the more
anti-Communists there are in

their colonies and other terri- |

counter the Soviet Union and
socialist countries.

“But it is not those countries
which get hurt. It is the ter-
ritories of the British Empire
which suffer loss. And the
power stepping in is not the
Soviet Union and the socialist
countries, but the United
States of America. Look at the
Iranian Oil Company and the
Suez Canal Company.”

‘COOPERATION’

India draws
Suez plan

UNITED NATIONS, N.Y.

A plan for settlement of the Suez dispute calling for
““‘cooperation’’ between Egypt and the countries using
the Suez Canal has been placed by India before Egypt

and the major powers.

Foreign ministers attending the Security Council

debate on Suez last week re-
ceived a draft of the plan from
V. K. Krishna Menon, India’s
minister without portfolio. The
plan reportedly embodies the
ideas advanced by India at
the first London Conference
on Suez.

Indian sources in New York
declined to.comment on pub-
lished versions of the plan.
But from other United Nations
sources it was learned that its
essential feature was _ that
there should be “cooperation”
between Egypt and a “users’
association.”

It was stated that “consul-
tation and liaison” . between
the users and the Egyptian
canal authority would be un-
dertaken by a consultative
committee of 16 nations, com-
prising Britain, France, the

British Guiana wants

constitution restored

GEORGETOWN

All political parties in Bri-
tish Guiana will ask the British
Labor party to delay a con-
stitution which is being foist-
ed on their country.

This was decided by a con-
ference of the parties conven-
ed after they. had rejected pro-
posed constitutional changes
announced by Governor . Sir
Patrick Renison.

They want the order in
council setting forth the
changes held back until their
delegation arrives in England
and demand restoration of
the constitution suspended
when the People’s Progressive
party was elected in 1953.

reportedly provide that in the

case of disagreement between »

the users and the Egyptian
authority on complaints of dis-
crimination against shipping
or the amount of tolls, ‘the
matter would be referred to
arbitration or to the United
Nations.

Britain and France have in-
sisted in their recent talks
with Egyptian Foreign Minis-
ter Mahmoud Fawzi that a
minimum Anglo-French re-
quirement for negotiation
would be that any agreement
arrived at should include
“built-in” sanctions, whereby
Egypt would automatically be
punished for acts of discrim-
ination.

It was reported that the In-
dian plan would also call for
a freeze on tolls at the level
fixed in the last agreement
between the old Suez Canal
Company and the Egyptian
government.

This would be to meet West-
ern assertions that Egypt
would, without some form of
ceiling on tolls, be able to
raise them to such heights that
shipping companies. would
would find them uneconomic.
Provision would also be made
in the Indian plan, it was stat-
ed, to deal with canal im-
provement programs.

The Soviet Union supported
the Indian plan in London
and it was widely reported to
have received the approval of
President Nasser.
