Eng., C i ity Engineer SUBJECT: Approval of Non=Standard Street Lighting Fixtures and Paving Materials - Genstar Phase 8 (Public Works Committee Meeting July 12, 1988) Recommendations: That the request from Genstar to install Lumec L-29 street light fixtures and to incorporate inter-locking paving bricks into the roadway entrance and sidewalks in their subdivision be approved; and That the approval be subject to Genstar accepting maintenance responsibilities for these items for a period of two years after their installation. Background and Comments: The attached letter from Genstar provides the background to This request. Comments from staff are summarized as follows: Lumec L-19 Light Fixture ae Delivery time for repiacement parts is expected to be four weeks. Additional inventory will have to be maintained by the City. Potential maintenance costs may be higher. Not only are the components (poles and luminaires) about three times higher in cost than the standard lighting fixtures, there are twice as many fixtures per given length of street because of the proposed shorter poies: (3 meters instead of the standard 7.6 meter height). The shorter poles are also more susceptible to vandalism. Although we have been assured That the proposed lense covers are impact proof, this claim has yet to be confirmed locally. . The only focal municipality which has some of these fixtures jis Delta. Interviews with their Engineering staff revealed that they have accepted these fixtures | on a trial basis only. Their comments are somewhat neutral except that they are attempting to move. away from permitting such non-standard fixtures in their subdivisions.
