THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM C 0 FROM: Planning and Zoning Committee December 28th, 1977 Mayor and Council RE: Status Report of Poco Valley Golf Course At the December 28th, 1977 meeting of the Planning and Zoning Committee attended by Alderman Ranger, L.D. Pollock, Administrator and L. Lee, Planning Officer, the subject report was dealt with following a meeting with Mr. R. Groulx and Mr. Banns of the Golf Course on December 22nd, 1977. The Committee's response to the options suggested in the Report of the Golf Course is as follows: Option I SN The Committee is of the opinion that it is not an acceptable planning practice to up-zone properties simply for the purpose of financial gain and that the exercise of zoning power must relate to sound land use. In addition, the City does not have the power at this time to rezone the properties in question as the City is subject to the restrictions of the pour Mainland Official Regional Plan as well as the B. C. Land Commission ct. Option Ii and III The Committee does not feel that it is in the interest of the City to commit to such financial liabilities. Option IV The Committee is of the opinion that the Golf Course is an asset and that it meets the objectives of the current Municipal Land Use policy, the Official Regional Plan and the B. C. Land Commission Act. The Committee also feels that ownership, management and future disposal of the Golf Course Complex are best left to the private sector. In conclusion, the Committee recommends against the acceptance of any of the Suggested options as presented by the Poco Valley Golf Course. COON OLE Pldnning Officer
