Keryluk, Chairman Councillor M. Thompson, Co-Chaimsan J.E. Yip, P. Eng., Deputy City Engineer A. de Boer, BIT, Project Engineer ITEM I: CONFIRMATION OF MINUTES The Minutes of the Environmental Protection Committee Meeting held on Wednesday, December 9 and December 16, 1992 were considered, read and adopted. Committee received for information the proposed 1993 Environmental Protection Budget. Committee asked staff to review the status of the representative appointed to the Fraser Basin Management Commiuee. XTEhUIL 1993 COMPOSTING OFIIONS Committee received a memorandum from the Projert Engineer dated October 6, 1992 on the proposed 1993 Composting Budget. The memo had been received last year by the previous E.P.C. members. Committee indicated that they were committed to composting but that there were too many unknowns in the purposed 1993 budget. Committee recommended that $ 50,000 be aliocated as a preparatory budget in case the GVRD organizes a compost depot program in 1993. The memo presented three options for public consultation on the dyke closure project, Committee had preference for option three in the memo which would require advertising the project in local newspapers and conducting an open house presentation where the public could come sud go and leave written comments. Committee requested that a representative from Environment Canada be invited to the next E.P.C. meeting to further discuss the public consultation formats for the Coquitlam River Dyke closure project. Committee received a verbal update from the Deputy Engineer on the status of the I%1"RAWEST/CP subdivison. Committee was informed of the proposal to make CP consolidate the contaminated 2 ac. parcel with the two adjacent parcels. A restrictive covenant would not be required with this consolidation, but the Ministry of Environment will be requiring a restrictive covenant on the property and the City could be a party to this covenant. Once the covenant is prepared by the Ministry, it will be forwarded to the City for review and approval. Committee agree with the recommendation to extend the existing contract with Environmental Technologies Ltd. (ETL) till December 31, 1993.
