Grain transport needs tuning

MONTREAL (CP) — The grain backlog al West Coast
ports should shrink considerably in a few weeks, but a
senior rallroader says Canada’s grain transportation
system needs major tuning. .

Prairie farmers who expected rapid improvement in the

grain-transportation, system once they started paying -

higher railway freight rates Jan. | are fuming at the delay.
But don’t get angry at the railways, says Ronald Lawiess,
president of CN Rail. The system is Inefficlent, and the

underlying problems are complex. Short-term solutions -

won't build a better system.

Above all, there is a pressing need for better co-
ordination between all the participants in the grain tran-
sportatlon system. The railways only pick up and deliver on
instructions from the Canadian Wheat Board, Lawless sald
in an interview.

The Senior Grain Transportation Committee has been
created by Ottawa to review structural problems of the
system, and this is whére attention should focus, he said.

Many factors influence performance. Some, like bad .
weather, are hard to avold, The right type of grain has to be
available for a particular ship. [f somebody messes up —
farmer, trucker, wheat pool, railway, wheat board, grain-
elevator operator, longshoreman or shipping line — the
system backs up,

A shortage of ships has been blamed for: the West Coast
problem, Canadian National has more than 75 per cent of its
12,600-car grain fleet loaded, much of It with no place to go.
STORAGE 18 FULL

Elevators at the ports of Vancouver and Prince Rupert,
B.C., are storing all the grain they can.

CN had 3,510 loaded hopper cars either silting in Van-
couver or en route there Monday, That was down from 3,922
last Wednesday, but still substahtially above normal.

The ‘railway has been storing loaded hopper cars on

along its B.C, North Line into Prince Rupert.

Farmers don’t get pald until the grain is dellvered to the
prairie elevator. The railways, with so many hopper cara
serving as short-term storage, can’t empty elevators fast

CN is leasing 4,000 hopper cers from United States
carriers and is converting for temporary grain use 2,000 of
lta boxcars and covered hopper cars. Ottawa is buying
another 1,230 hopper cars to increase the federal grain fleet
to 13,800 cars.

The problem is greater for CN in part because it alone

Hopper cars cost $75,000 to’ $80,000 each. Shortening the
return trip by just one day would free 600 hopper cars at CN

While there are performance requirements in the Grain
Transportation Act for the railways, Lawless advocates
performance standards — enforced by penalties or rewards

Then, the railways could perfect the unit-train concept for
grain that has worked well for resource shippers.
He indicated that terminal utilization should be reviewed.

- None of the three major grain ports —.Vancouver, Prince
Rupert or Thunder Bay — is a 24-hour operation. Vancouver

is open one shift, five days a week.

“We (the railways) are still the only part of the system
that works 24 hours a day, seven days a week,” he said.

Some would throw money at the problem — — buying more
hopper cars is a common palliative.° =~

“But we don't have ualimited track," said Lawless. "We
