Winch alters stand,
approves BCER bill

VICTORIA — The only surprising fact as the bill to validate Vancouver
city council’s 20-year franchise agreement with the BCElectric passed second
reading in the legislature this week was Opposition Leader Harold Winch‘s an-
nouncement of CCF support on the specious plea that since it embodied four
separate franchises in one it brought the possibility of public ownership closer.
Winch’s approval: of the bill, in face of strong representations from Vancouver
Labor Council and community organizations that the city council should first
be obliged to submit the agreement to a plebiscite, was a reversal of his own
earlier stand on the issue and conflicted with CCF public statements.

Demand for appointment of a royal commissicn to conduct a probe of the
cartel controlling newsprint production in Canada is made by the Typo Times, pub-
lished here by Local 226 of the Typographical Union (AFL) in support of printers
whose strike against the Vancouver Daily Province is now in its ninth month.

example of Winnipeg where
10,000 people have invested
in a cooperative enterprise to
launch a new daily paper.
