THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM Igor Zahynacz DATE: Feb. 1, 1993 City Engineer , FROM: Ike de Boer PROJECT: 586 Project/Traffic Technician SUBJECT: Eastern Drive Lane Marking RECOMMENDATION: 1) Do not change current painted center line on Eastern from Penny Place to Denise-Place. 2) Amend Byiaw 1117 to include ‘No Parking’ on Eastern (west side) from Penny Place to Helen Crescent. BACKGROUND AND COMMENTS: A resident of Mary Hill (Chief John Baillie) has noted some concern regarding the existing center line marking on Eastern Drive from Delia to Helen. It was noted that if a vehicle was to cross the solid center line to avoid an obstruction and an oncoming car was hit, the fault would lie on the vehicle crossing the line. EXISTING CONDITIONS: Eastern Drive from Penny Place to Helen Drive is an 8.5m wide road with parking on the east side to Delia and parking on both sides From Delia to Mary Hill Road, the southbound/westbound lane is 3m wide. There are no parking signs in place on Eastern (west side) from Penny Place to Delia Place. Due to the vertical and horizontal alignment of Eastern, two solid no passing lines are required on Easter for the full length of the no parking zone, these lines have been in effect for approx. 20 years. A dashed center line with a solid line on one side exists from Delia to Elinor.
