THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM TO: BoRĀ» Kirk July 16, 1987 City Administrator FROM: TeMe Chong, Pe Engo, Deputy City Engineer/ Operations Manager SUBJECT: Installation of Safety Rails at North Lombardy and Cadar Drives = Public Works Committee July 14, 1987 Recommendation: That safety rails be installed at the southwest corner of north Lombardy and Cedar Drives and that the estimated cost for fThis work of $600 be funded from the Public Works Unallocated Budget. Background and Comments: 't has come to our attention that a potential safety problem for the public exists at the southwest corner of north Lombardy and Cedar Drives. Specifically, the existing metal railing over the concrete culvert wing walls are too far from the edge of the sidewalk and are not long enough to protect pedestrians from falling Into the Cedar Ditch should they tose their balance while they are on the sidewalk. We have apparentiy been advised by Mrs. Warner of 3717 Inverness that approximately two weeks ago, while her son was riding his bicycle at this corner, he lost his balance and feli into the Cedar Ditch. Although there are concrete rip-rapping at the toe of the embankment, he fortunately missed them and fell into the water instead. Mrs. Warner stated that her littie boy was totally submerged in the water after he fell in. It took the combined efforts of herself and a bystander to. finally puil her son out of the ditch. Our investigations of this site did confirm a potentially dangerous situation. The Engineering Department proposes to replace the existing metal railing with a new section which will be installed adjacent to the back of the sidewalk and extended to the end of the curved sidewalk.
