Now's the time to shop for
insurance.

Insurance —- especially car
insurance — is the number one
topic on the list of complaints
phoned or mailed to the AIB cach
week. Rates have spiralled over
the past couple of years. And
they are spiralling in unequal
proportions. Right now it pays to
shop around and make sure that
you. ure ectling the best buy
available.

Here's some of the
background on why, all this is
happening this way just now,
Virtually the entire auto insur-
ance industry earned more
money in 1976 than it was
supposed to have carned under
the anti-inflation guidelines. In
technical terms, the companies
-found themselves with
revenue’’ which they mus! now
use lo benefit the consumer. Part
of this “‘excess revenue’’ was
because rates are based on the
anticipated number of au-
tomobile accidents and- injuries
and in 1976 the supply of claim
money exceeded the demand.
After a period of heavy under-

writing losses in 1975 and before -
that, the industry has now found —

that the combination of reduced
speed limits and seat-belt legisla-
_tton has significantly reduced the
accident rate and therefore the
claims.

In the case of car insurance,
the ‘‘excess revenue"’ will be
turned back to the driving public
in the form of lower or postponed
rate increases. Three insurance
companies, Wawanesa Mutual
Insurance, Co-operators Insur-

ance Association, and the Insur- ©

ance Corporation of British Col-

umbia have proposed to the AIB .

(and had accepted) plans to
return excess revenue to custom-
ers in the form of discounts on
premiums starling in April,
(977. Ht now locks as if rate
increases for 1977 could be as
low as & per cent. This compares
lo an average increase of 15 per
cent in auto insurance premiums
in 1976 and a whopping boost of
26 per cent the year before that.
That's why some companies in

extremely unfavorable financial
situations have more freedom
‘than others in raising premiums.
Without that freedom, these

_ companies would not be able to
maintain the fevel of cash on
hand that is required by law.

Nevertheless, the average rate

of increase in premiums-has been
brought down, thanks to the
controls on prices.
