Members are building an R- 2000 home on Gordon Road, off Mountain Vista Drive near Northwest Community Col- lege. R-2000 concepts key on in- creased efficiency in total en- ergy usage and an improve- ment in indoor air quality through advanced ventilation such as heat recovery. Some members of the Cana- dian Homebuilders’ Associa- lion of Skeena (CHBA~ Skeena) are working on the house on a delayed-payment schedule pending its sale. Any profit from the sale will go back into the CHBA- Skeena for further training of tmembers and to further pro- mote the association. WELL UNDERWAY on Gordon Road on the bench is a new kind of home. The tax rate council had pen- cilled in for business propertics in city’s provisional 1995 budget was $25.32 per thousand of as- sessed value. That was down nearly $3 from 1994 but would still have resulted in an extra $65,000 overall in revenue in large part because of the amount of new business sec- tor development in the interven- ing 12 months.For many estab- lished businesses, particularly those which had faced only small assessment increases, the reduced tax rate was going to provide a significant reduction in their tax bill. For example, despite a 2.4 per cent increase in assessed value, the actual tax bill for the DaSilva building on Lazelle would have dropped more than $3,000. Finance committee chairman David Hull said council is now considering two options to fix that — and either would mean a large influx of cash for the city. They’re talking about either a seven per cent increase in the 1994 tax rate (to $30 per thou- sand) or a 24 per cent hike ($35 per thousand), Those increases would mean total city revenues coming in $300,000-$500,000 higher than figures used in the provisional budget. Hull said that could be either put into surplus to cover emer- gency expenditures or used to boost a planned paving program. The update also summarizes the activities of the Swan Lake Planning Team for the period from June, 1994 to February 16, 1995. ; The Swan Lake Wilderness Area Planning Team was formed in July, 1993. The” planning team consists of representatives | of various government agencies, Native, House Territories, user and conservation groups. : DRAFT WILDERNESS MANAGEMENT PLAN After nearly 19 months of monthly meetings and a two-day workshop | in Aptil, 1994, the Planning Team finished a draft Wilderness Management Plan in January, 1995. The draft plan consists of: specific management objectives and actions; a description of area issues and concerns, management zones and activity guidelines, indicators and indicator standards for resource and social conditions; and a monitoring plan. An implementation schedule and management plan review process are also specified. PUBLIC REVIEW OF THE DRAFT PLAN Three open houses have been scheduled by the Planning Team to present the draft wilderness management plan and solicit comments and suggestions from the public.
