Officer | cleared A TERRACE conservation officer wasn’t reckless when he fired a shot that rleocheted and went through the window of a house in Kitimat, an environment ministry intemal inquiry has found. Glen Slater fired the shot at a problem bear in. . Kitlmat’s Whitesail neigh- ~ bourhood: on Sept. 9 after conservation officers received 30 bear complaints in two weeks from that area. The: sholgun slug ricocheted and hit a Bartholomew St. house. An RCMP investigation of the incident is still un- derway. “Our investigation found no wanton or reckless use of firearms,” the inquiry report stales. The report says Slater's qualifications — 19 years as a conservation officer, and several years experience as a wildlife control officer — are not in dispute. “The conservation of- ficers involved were forced to make a judgment call and both officers perceived the _ bear to bea potential risk to public safety,’’ the report says. ‘This bear had be-- come experienced in avoid- ing traps and snares,’” The same bear approached a resident in his carport and ‘came within eight feet, bare- ly reacting when an object _| was thrown at it, the report says, - After following the bear info the backyard of a Baker Street home, the officers’ options became ‘‘seriously limited,”’ the report says. The road plan ‘called for three roads — a common spur leading into the Iskut Valley from Bob Quinn Lake at Hwy37, a road stretching south to Eskay Creek and a road leading west to the Snip mine. That plan was based on the as- sumption the provincial govem- ment would help finance the common part with companies responsible for the two spur Toads. Construction of the common spur began in 1991, during the Tun up to the provincial election that year, when the Social Credit government announced it would provide up to $7 million to Inter- national Corona as a loan for con- struction. But the $7 miilion was put on hold after the NDP took power and it has yet to be paid.
