Chief Licence Inspector & Bylaw Enforcement Officer SUBJECT: Addition To Parking Regulations (Bylaw 1117) RECOMMENDATION That the Traffic & Safety Committee recommend to council an addition to Bylaw 1117 in regards to parking in cul-de-sacs. BACKGROUND & COMMENTS On several occasions it has been brought to our attention that motor vehicles have been parking straight in cul-de-sacs rather than parallel with the curb in the cul-de-sac and also that vehicles have been parking against the center island of cul-de-sacs, which have these islands. This parking issue has caused frustration for the various outside departments especially the sanitation department due to the inability to get access into the cul-de-sac due to cars blocking their way. DISCUSSION With respect to emergency response by local fire and police departments it would be a benefit to have proper access to the cul-de-sacs. Under our current bylaw we have nothing which covers the area of parking in cul-de-sacs, however the motor vehicle act section 191 covers the manner of parking but does not address parking against center islands of cul-de-sacs. I would like to recommend the following addition to the general regulations of Traffic Regulation Bylaw 1117 to include: No person to stand, step or park a vehicle other than parallel with the outside curb of any cul-de-sac, Tan Clough Chief Licence Inspector & Bylaw Enforcement Officer IC/gg
