At this time I was contacted by some of the owners in the development regarding _ the excessively high water rates and it became obvious that for the number of dwelling units in the development they could not possibly be consuming the amount _@£ water being billed. Our Public Works Department located the leak and the owners of the development had the leak repaired at their own expense. In the meantime, - however, the owners paid anywhere from $1,300.00 to $1,500.00 in excess water rates. Our Water Rates By~law clearly makes it the responsibility of the owner to assume the loss for any leakage of water that occurs on his own premises, however, the owners have made an appeal for some relief on the basis that the development was new and it was impossible to anticipate what was happening with the billing, and also the fact that our quarterly billing does not lend itself to early dis- covery of these problems. I should point out that the units are individually owned and the owners of the various units have paid the past billings up to date. AWN LL perk ashy, I have made the owners aware of the provisions of the By-law, however, they wish to have this matter presented to Council.to see if any relief can be obtained, ‘Re: Appointment of City Collector One of the statutory offices in the Municipality is that of Collector. At the present time this title is held by Mr. Forcier who is the Treasurer— Collector. This job involves the responsibility for proper billing and collecting of all the City taxes and licence revenues and related records and in any Municipality this is the buik of our financial transactions. There are certain statutory duties imposed upon the Collector in dealing with the the. tax roll, tax sales etc, Mrs. Joan Fraser has been carrying out this work under the City Treasurer for a number of years and in view of the fact that she has recently qualified herself osee Cont'd, Page - 4 ~
