Fixed Rate for Premises Used Solely for Residential Purposes: ‘This rate shall not apply: . . . B. Meter Rates: ‘ Rates for water shall be for the quantity used in any two (2) months period as indicated by meter, which shall be installed on. the water service for the purpose of registering the quantity of water used. All rates for water shall become due * and payable the first day of January, the first day of March, the first day of May, the first day of July, the first day of September, and the first day of November each and every year, and a penalty of ten per centum (10%) shall be added to any meter rates remaining unpaid two (2) months after due date hereinbefore set forth. Meter Rents: Where meters are the property of the City monthly rentals for meters at the amount shown hereunder shall be chargeable, and accounts for same shall be rendered on a two (2) months basis and shall be payable at the sane time in which the said rates for water become due and payable, and shail be liable for a ten per centum (10%) penalty on any amounts remaining unpaid two (2) months after cach duc date in like manner as the metered water rates: . .
