Permit Fee Prior to issuance of a permit under this Bylaw, the applicant shall pay to the City a permit fee of $50.00 plus 10 cents for each cubic metre of soil to be removed in excess of 100 cubic metres, except that, where soil has been deposited on land pursuant to a soil deposit permit issued in accordance with the City of Port Coquitlam Soil Deposit Regulation Bylaw, 1993 No. 2827 and the same or a lesser quantity of soil is removed from the land within six months of its deposit, no fee shall be payable for a permit authorizing the removal of such quantity of soil. Permit Terms and Form Every permit issued shall be deemed to incorporate the plans, specifications, documents and information in the application as approved and compliance with the incorporated materials is deemed to be a condition of the permit. . A permit shall be substantially in the form of Schedule "C” attached to this bylaw. A permit shall be valid for a period of six months and may not be assigned or renewed, provided that the term of a permit may be extended for up to six months by the city Engineer when removal under the permit is delayed by forces beyond the control of the owner. All soil removal and associated work shall be completed prior to expiry of the permit. VERIFICATION OF QUANTITIES 16. Where a permit has been issued authorizing the removal of 200 cubic metres of soil or less, the permit holder shall provide to the City within one month of the expiry of the permit a swom declaration as to the quantity of soil that has been removed pursuant to the permit, in the form attached to this bylaw as Schedule "D", and: (a) where the quantity is greater than 200 cubic metres the permit holder shall also comply with sections 9 and 10 of this bylaw if those sections have not already been complied with; and (b) where the quantity is greater than the quantity on which the permit fee was based, the permit holder shall pay to the City the difference between the permit fee paid pursuant to section 13 and the fee based on the quantity of soil actually removed. . Where a permit has been issued authorizing the removal of more than 200 cubic metres of soil, the permit holder shall provide to the City on or before the end of each three month interval folowing the issuance of the permit, until soil removal ceases, a survey certificate prepared by a British Columbia Land Surveyor indicating the areas from which and the depths to which soil has been removed, and including a calculation by a professional engineer or qualified quantity surveyor of the number of cubic metres of soil that have been removed since the date of issuance of the permit or the date of commencement of soil removal from the land, whichever date is earliest.
