The Planning Department will recommend to the Planning Committee that the Bylaw be amended to permit tutorials, by one instructor, to not more than 3 students at a time. This would allow music teachers, private tutors and similar occupations to be carried out from the home, but would not permit the establishment of small "institutes" or schools. Non-resident Employees The issue of non-resident employees was exten Planning Committee. Its approach was to initiate |} in order to determine THE ECONOMIC DEVELOPMENT COMMITTEE RECOMMENDS HOWEVER, THAT AT LEAST 1 NON-RESIDENT EMPLOYEE BE PERMITTED. Signs The Planning Committee decided against this because problems have been experienced in some of the municipalities that do permit the display of Signs for home businesses. Only one letter was received in Support of signs. No action is recommended. re Uses The Planning Committee had disagreed with allowing an accessory home business to operate from a home where there is already a daycare use. In RS—1 single-family residential areas, daycares of up to 25 children are permitted. A thorough review of this regulation is needed to obtain input from residents and daycare operators. Until this is done, it would be inappropriate to allow home businesses and daycares to operate from the same residence. Council may wish to establish a maximum number of visits per day by clients to a home (16 are suggested). This was recently implemented in the District of West Vancouver. Although it would be difficult to police on an ongoing basis, it may provide an appropriate means of control when a serious traffic problem occurs.
