Prior to passage of the resolution stated above Alderman Muldoon

stated her oposition to the method of averaging values proposed in the

By-law and also stated her opinion that buildings to be moved should not

necessarily be similar in architectural appearance and age to other buildings
in the area to which they were to be moved.
