THE CORPORATION OF THE CITY OF PORT. COQUITLAM would be that if the drainage question is still not resolved by the time the building is completed, Council would be under extreme pressure to provide a water connection in order to allow the building to be occupied. The Public Works Committee is prepared to recommend to Council that the CPR be requested to provide one half of the pumping facility for the high level drainage system and that the building permit not be held up et this time. ITEM VIL Re: Cancellation of Roadway Lease from CPR A portion of the CPR property adjacent to Kingsway Avenue between the river bridge and the Shaughnessy Street underpass has been leased from the CPR since 1923. Initially the lease rate was $1.00 per year. This rate increased in 1969 and again in 1973 and the current proposed rate is quoted at $250.00 per year. Sketch no. 5 shows the property in question, This property is currently used for occasional parking and for B.C. Hydro poles. We have checked with B.C. Hydro and they have already taken steps to obtain a right-of-way for their poles. As we have no real need for this property ourselves and, since in any case it will probably still be available for parking, the Committee recommends that this lease be cancelled. ITEM VIII Re: Closure of the Kingsway Underpass In conjunction with the construction of the Mary Hill By-Pass, the Ministry of Highways has now requested formally that we allow the Kingsway Underpass to be closed for a period of nine consecutive days in order to reduce the construction time of the new underpass. It is hoped that by doing this the overall disruption to traffic can be shortened. The Committee considered that a lot of the traffic using this route is traffic short-cutting through’ the City and that most of the trucking heading for the industrial area cannot use the underpass in any case because of its low height. The Committee therefore recommends that this complete closure be allowed subject to the contractor providing adequate advance signing and detour signing. In conjunction with the underpass reconstruction, Council will recall that we are constructing a new section of watermain in order to allow the existing 12-inch watermain in the underpass to be abandoned. It appears that our timing may be too late to'’allow the contractor to complete the underpass in the good weather and therefore Highways ms also asked whether we would consider allowing the watermain to be cut off without the new watermain being completed. That watermain basically /6..4..
