His Worship the Mayor, in speaking to the second proposed motion, pointed out
that the Council operates’ on a Committee system and that he would not like to see
it overturned and Alderman Keryluk commented that each Committee Chairman has the

prerogative of either opening or closing meetings. Alderman Traboulay then stated

he was prepared to. withdraw:his second proposed motion.
