According to Gagnon, he was working with his partner, Rene Nolin, for the Ministry of High- ways in a rock quarry about 13 -Miles north of Queen Charlotte City and about 1,000 feet off the main highway in July, 1985, when his drill rig- mysteriously : caught fire and was destroyed. . He said he was told by the RCMP not to touch the rig until they had finished their investiga- tion into the cause of the fire, and about two and a half mon- © ths later returned to Terrace to talk to Paragon Insurance, his insurance agent, Gagnon said the insurance company told him to talk to an. . ICBC adjuster, who also told - him not to touch a thing until they had completed their own in- vestigation into the fire. - He said he waited about two more months before phoning the ._ Queen Charlotte RCMP detach- . ~ ment, who told him they had not. found any cause for the fire and ._ - he could do anything he liked’ — with the drill rig. - However, according to Gag-- non, the ICBC adjuster said a Vancouver investigator was — looking into the cause of the fire, and since their investigation was still ongoing, he should leave the equipment as it’was.vi" == '- He said he followed ICBC’s instructions but on reading the fine print of his policy over a year later, it said he should have - salvaged whatever he could as soon as possible. — “| didn’t know that at the time,”’ he said: ‘Who reads the fine print in an. insurance — - policy?” Gagnon said he then talked to a Terrace lawyer who helped him gain an undisclosed in-- surance settlement to cover the loss of the truck on which the drill rig was mounted, but the amount offered for the drill rig and compressor was far too low, and he had to turn it down in hopes of a better settlement. - In the summer of 1986, Gag- non said the insurance corpora- tion made a new offer, which he accepted, and the drill rig was then his to do with as he pleased. He said that at the same time, a friend from the Charlottes phoned to say someone, ap- parently with some heavy equip- — ment, had taken the compressor off the truck, turned the truck sideways, and removed the transmission from the truck. Gagnon: said this didn't con- cern him too much because. the | truck by that time belonged to ICBC and all he wanted was the - remains of the drill and com- | pressor. He said he asked his friend to check the equipment to. make _ sure it was intact, and indicated he would send a low-bed truck from Terrace as soon as he received the insurance money to retrieve his drill and compressor.
