(10) being the owner or occupier of property abutting on a highway, allow or permit any vehicle used in any excavation or fill of the said Property from depositing, throwing, spilling or tracking any earth, soil, gravel, silt, clay, peat or any other substance of which the lands are composed or any combination thereof upon a highway; to cause wilful! damage to: (a) a boulevard; (b) trees, shrubs, plants, bushes and hedges adjacent to any highway; . (¢c) a fence adjacent to any highway. Cd) anything erected or maintained on or adjacent te @ highway for the Purpose of lighting tha highway; (e) to any street marker or traffic control Signal or other device the guidance or contro! to place signs of any nature in any manner on a highway or upon any erected highway signs, City street signs or sity information signs, including traffic control devices and signals; mark or imprint or deface in any manner whatsoever a highway or structure thereon. USES REQUIRING ENGINEER'S PERM!ISSION Except, and to the extent onty, as authorized by a permit issued by the Engineer pursuant to Section 4 of this By- law, C1) nO person Shall: dig up, break up or remove any part of a highway or cut down or remove trees or timber growing on a highway, or excavate in or under a highway; change the level of @ highway in an y Manner whatsoever, or stop or impede the flow of water through any ditch, drain, sewer or culvert on or through a highway; place, construct or maintain a loading platform, or skids, rails, mechanical devices, buildings, signs or any other structure or thing on a highway; construct or maintain a ditch, sewer or drain, the effluent from which causes damage, fouling, nuisance or injury to any portion of a highway; . ’ ‘
