June 23rd, 1972 To: Mayor & Council From: City Administrator-cont 'd. Page - 2 - and the S.P.C.A. are faced with a serious disposal problem. 1 think there is no doubt that the 5.P.C.A. has exhausted all disposal alternatives. Their Vancouver Shelter has an incinerator which is at present operating over eapacity. They have tried the Leeder Avenue dump and they will not accept carcasses. Tf have spoken ro the C.P.R. rerarding the use of their incinerating unit. This unit has the capacity, however it is a hand-load operation. The S.P.C.A. | naturally feel that an incinerator near the Pound would permit them to schedule oo a. disposal in a far better manner rather than having their nen tied up at another disposal site waiting to load an incinerator. In addition, any arrangement with the C.P.R. might only provide a temporary solution as they will no doubt increase the use cheir own unit. Eventually we would have to provide our own unit. Mr. Hesegood has supplied us with inforrvation on the cost of a unit which is in i the neighbourhood of $15,500.00 installed for a 100-1b. per hour incinerator. If this unit was supplied it would be shared with the District of Coquitlam and with Port Moody and our share would be in the neighbourhood of $2,500.00 to $3,000.00. ' This item was not budgeted for in the $.P.C.A. Budget submission and if a unit - is authorized funds would have to be provided from our Contingency Reserve with a oe an adjustment in the Amended Budpet in October. I believe Port Moody Council ; o ave authorized proceeding with this installation subject to the approval of the other two municipalities and I would recommend to Council that we approve the acquisition of an inciuerating unit subject to acceptance by the other municipalities involved and that design details and costs be carefully investi- . no : gated by the Administration before this unit is purchased. wees cont'd.
