January 19th, 1976 Led. as outlined in the January 9th, 1976 memorandum from the City Administrator, be dented. Defeated. Aldermen Traboulay and Ranger voted in favour of the resolution. In speaking to the resolution, Alderman Ranger expressed opposition to the issuance of permits for burning due to land clearing as it had been his impression that the recent change in the Subdivision Bylaw was to prohibit such burning and in turn encourage the use of 'smokeless' burners, chippers, and/or hauling of stumps,etc. to land fill sites, and the continued approval of such applications as that under consideration defeats the purpose of the Bylaw changes. Mr. G. St. Germain, representing Indian Wel.ls Development Ltd., addressed the Council with respect to his application and in response to Alderman Thompson's question as to the amount to be burned, he advised that there were several large trees and stumps on the properties that were so large that it was not even possible to get them on a truck and haul them away. Ue assured the Council that every tree that can be left standing will be left. Mr. St. Germain advised that at the time the company had purchased the lots, burning was permitted by the By-law and since the by-law change he had investigated every other possible means of disposal of the unwanted trees and stumps and concluded that there was no alternative without adding an additional $2,000.00 to the cost of each house which in most instances would put it beyond the limits of an A.H.O.P. financed unit. Further discussion ensued. Moved by Alderman Laking: Seconded by Alderman Keryluk: That the application for a burning permit from Indian Wells Development utd. dated December 23rd, 1975, be approved. Carried. Aldermen Ranger and Traboulay voted against the resolution. Alderman Laking advised that he was compiling a report for Council on the costs involved in ‘pit' burning, 'open' burning, hauling away, and ‘chippers' as alternate methods to burning and information to date would indicate the costa to be in the neighbourhood of a minimum $1,800. per lot.
