Mp “The Nisga’a do such a good job, because the treaty defines the harvest share for all species and provides rules for sale and disposition of fish,” Levy said. Richard Alexander, the fishery’ s lead stock as- ‘ sessment biologist, agrees. “It’s basically been the cooperative management that’s been the success of the program,” he said. During the seven years since the. fishery has _been working as part of the Nisga’a treaty, there hasn’t been one disagreement, he said. .. “The first priority has always been conserva- °° tion first. The second is food opportunities for the- and the third i is economic opportunities Nisga’a for all user groups,” Alexander said. In the report, however, Levy docs outline some concerns, the first being the low number of sock- eye in the smaller populations of the Nass’s eight sockeye populations. But the real problem is there’s only been: sporadic and inadequate surveys due to limited resources so the actual population is unknown, Levy said. A second worry is the decline of chum salmon along all of B.C.’s north coast, but this problem i is not specific to the Nass fishery. Those involved in the fishery plan to. work on” any conservation concerns with the Department of Fisheries and Oceans and to ‘continue to approve _ its stock assessment program, said Alexander. Other factors which may contribute to.the Nass: fishery’s effectiveness are the river’s small size and the lack of competing First Nations groups. In light of comments opposing “racially divid- ed fisheries programs” made by Prime Minister .
