Sixteen years, doing everything from setting chokes to management,”’ Kempf stated that the appointment took him by surprise and said that he has not had time to develop a detailed agen- da or specific policies for the ministry. He char- acterized his present in- tentions as being ‘‘a wish list of priorities’’.
