One of the most satisfying things about the guidelines drawn up at the recent pollu- tion conference in Montreal was the fact that British Col- umbia already is meeting many of the major recommendations, For example, the guidelines called for enactment of water management legislation, estab- lishment of a control board, and provincial acceptance of responsibility for assessment and eontrol of water pollution. British Columbia has had this matter in hand for some years. Furthermore, it is one of only three provinces in Can- ada with specific pollution control legislation. As I have said before, the yoice of concern over pollution is increasing in intensity, but a surprisingly large segment of the population still is apathetic about the subject. The key to our pollution control lies in the board's au- thority over the discharge of waste into any waters under its jurisdiction. No such dis- charge may take place without a permit from the board. Fur: thermore, the legislation con- tains many other pertinent sections providing extensive powers to control waste dis- charges, all of which subscribe to the government's position respecting pollution control. However, while the board’s extensive authority is essential to effective control, it is not designed to ride roughshod over. the public interest, When an application for a permit is filed, the board ad- vises the local medical health officer through the provincial Health Branch. It also advises fishery agencies and any other official government body likely to be interested. ’ At the same time, the appli- cant is required to advertise his. intent so that anyone likely to be affected may.be aware of the proposal and have an. opportunity to file an objection with the board. It is then the board’s responsibility to decida whether or not the objection warrants a heating. It is probably at this stage that a well-informed public is most important to the balance of our pollution control pro- gram as it surely must-be ob vious that, for the board to be influenced by the objection, the protest must be realistic and deal with the entire matter. in’ proper perspective.
