Re: Lane North of Larkspur Between Coast. Meridian and Larchway A delegation of residents from Larkspur Avenue were present to oppose the construction of a walkway in the lane north of Larkspur. The delegation also opposed the use of a 5-foot chain link fence in place of the 8-foot solid cedar fence which had been originally proposed. The Committee took into consideration the following points: (a) Walkways are usually installed in order to allow convenient access to public facilities where the alter- native would be to have people crossing through private property to get to the facility. In this particular case, the residents fear that the walkway would encourage children to cross through private property as a short cut hetween Larkspur and the Walkway. (b) Experience indicates that walkways which are not fully exposed to public view tend to become problem areas. Beczuse this, lane is heavily wooded, the residents fear that the proposed walkway will provide convenient access to the backs of their property by some of the undesirable elements. (c) The walkway and the change to a chain link fence was not proposed until after the public hearing and therefore the residents did not have a chance to object to it. (d) An emergency access is necessary to the develop- ment north of this lane and also to the park. However, this emergency access is available from Larchway. (e) The Committee feels that a chain link fence is more practical than a solid cedar fence from the point of view of maintenance but that a 6-foot fence would be more desirable than a 5-foot fence if the fence is intended as a barrier between the condominium development and the wooded lane.
