SUBJECT: Newspaper Recycling Program Information Campaign

Recommendation:

That Council approve the canvassing of all households in the City by the
Boy Scouts on December 3, 1988 to distribute an information brochure and blue
bags to increase participation in the Newspaper Recycling Program, and that a
budget of $4,000 be approved for the project which includes a donation of
$2,000 to the Scouts for their assistance.

Background and Comments:

The Environmental Protection Committee wishes to spend the recently
approved GVRD Recycling Grant to bolster participation in the Newspaper
Recycling Program. It is intended that the Boy Scouts would visit every City
household on Saturday, December 3, 1988 to deliver an information brochure and
blue bags to the residents who are at home; those residents not at home would
be delivered a brochure and a blue bag in any case,

The budget for the project is as follows:

Brochures $ 700
Blue Bags 1,000
Contribution to Scouts 2,000
Advertising and Contingency 300

Total § 4,000

Funding would be available as follows:

GVRD Recycling Grant $ 2,000
1988 EPC Budget 2,000

Total $4,000
