ATTENTION: Mr. Jim Boileau Dear Sir; Re: Burning of clearing debris within THE CITY OF PORT COQUITLAM, B.C. This week I was made aware that the City of Port Coqtitlam if considering making changes to the by-laws governing the burning of garden waste and clearing debris. My understanding is that under the present by-law burning is permitted from October to April, and proposed changes would allow no burning at alli. These propesed changes vastly affects many contractors and developers doing business in Port Cequitlam. We (the contractors) are presently bidding on and ave being awarded much of our fall work based on present by-laws. That is to Say, that we are entering into contracts based on the premise that we will be able to burn this fall. If the proposed changes come inte effect immediately, it will put a stop to work already scheduled, Labour crews established for work this fall will be laid off. Developers will have to re-evaluate their position and if feasible re-tender the work at up to three to four times the original cost. Under the proposed changes, clearing debris would have to be hauled off-site to the nearest pit for disposal. In the case of work being done in Port Moody, Coquitlam and Port Coquitlam, the closest pit is that which is on the Indian reserve on Pit River Road, where the city has no jurisdiction on burning. This creates ahother problem, all the clearing debris would be concentrated into one area for burning. IY would propose that you would phase in the no burning by-law during the first season you could restrict all residential burning and the following year you cov '.d restrict all burning. This would give opportunity for the construction industry to adjust and to developers to evaluate their future work. This method of instituting the proposed changes to the by-law would not alter work that has been awarded for completion this fall.
