‘Re: Amendment te Fire Prevention and Subdivision By-laws -
Prevention of Outdoor Burning

Attached to this memorandum, in draft form only, are amendments to the
City's Fire Prevention and Subdivision By-laws that would effectively ©
prohibit outdoor burning except with the authority:of the Council. This
By-law is submitted for Council discussion in order that guidance may be
given to the Staff as to whether or not this is the course of action that
the Council wishes to foilow.

The By-law continues the "special written permit" provisions of the former
By-law but provides that the Fire Officer shall not issue such permit until
he. has received the Council's authority so to do and, even then, the Officer
may refuse to issue the permit if he does not consider it safe and he may
eancel it at anv time a hazard becomes apparent. The By-law details the
information necessary in an application for a permit and this includes a
requirement for exact information concerning the location and extent of the
fire and requires the consent of the registered property owner to be on

the application. The provision of the former By-law that requires a competent
person to be in charge of the fire at all times is maintained in the new
By-law. ;

An exemption is provided in the By-law for outdoor grills and barbeques and
these fires are permitted without permit. An exemption has also been made
for the burning of dry household refuse in residential zones duricg the usual
‘clean-up’ periods designated by the Council.

The statement contained in the former By-law that every person who starts an
outdoor fire is responsible for it and the provision for compensating the
City for its expenses in controlling any fire that does get out of .antrol
is included but the amounts contained in the By-law have been doubled - fros
$5.00 to $10.00 per hour for wages and from $50.00 to $100.60 per hour for
fire vehicles. , .
