October 6th, 1975 Alderman Keryluk introduced a By-law to authorize the City to enter into Land Use Contract No. 15. Moved by Alderman Keryluk: Seconded by Alderman Thompson: That By-law No. 1399 be read a first time. Carried. Moved by Alderman Mabbett: Seconded by Alderman Keryluk: That By-Law No. 1399 be read a second time. Carried. By-law No. 1400, proposed to amend the "City of Port Coquitlam Building and Plumbing Code Administration By-law, 1974, No. 1298" was then submitted for initial consideration, and the City Administrator explained that under the present By-law, which provides for adoption of the National Ruilding Code, adequate coverage is not given for construction of farm buildings and for this aspect it would be necessary to adopt the Canadian Code for Farm Buildings. Alderman Keryluk stated he was not prepared to support the By-law as it now stands; however, the City Clerk advised that the Council is bound to use the National Building Code which is issued by Ottawa and adopted by the Province, to the extent made applicable by the Province. When the Provincial Order in Council was first passed to bring the National Building Code into effect throughout the Province of British Columbia, it provided that the Canadian Code for Farm Buildings apply to farm buildings. The Province then amended the regulation to provide that the National Building Code did not apply and that nothing applied unless the Council by By-law provided that the Canadian Code for Farm Buildings apply, and the case Council is well familiar with has prompted drafting of the proposed amending by- law, as at present construction of farm buildings in the City is un- regulated. Alderman Keryluk stated his view that the proposed By-law will not undo what has been done in spite of our objections, but in terms of farm buildings in the Agricultural area, whose concern is it if a person wants to construct a barn or storage shed; however, Mayor Campbell pointed out that the Council is responsible for the safety of everyone in the City, and he stated he preferred to have some control over buildings constructed in rural areas.
