PORT COQUITLAM FIREHALL & PUBLIC WORKS YARD

Please find enclosed the Tender Analysis spread sheets for the above mentioned project. We will return the
bonds to the unsuccessful contractors on your behalf, once the contract has been awarded.

We have reviewed the December 16, 1993 Tender information provided and would recommend acceptance of
the Tender submitted by the low bidder, Swagger Construction Ltd, in the amount of $6,738,000.00. We have
checked the references provided by the Contractor and have examined previous similar work.

From our experience in working with this Contractor and from reports of various references it is apparent that
they encourage confrontation and ere diligent in their approach to EXTRA’s to the contract. However, it is our
role to ensure that construction adheres to the documents provided. Failing to adhere to schedules seems to
be their. single biggest fault.

Contract Documents are being assembled for signature and we will forward them to your offices as soon as
possible. Prior to the formal contract signing, a Letter of Intent should be prepared to enable the Contractor
to mobilize his forces and finalize his material and subtrade prices. We have included a draft Letter of Intent
for your reference.

Please have your insurance brokers prepare the necessary documentation described in the contract and
forward copies to the offices of the Contractor and ourselves for review. We will forward drawings and
specifications to your insurers for comment.

We are anticipating an early construction stert to meet your Spring 1995 occupancy date. Detailed
construction schedules will be prepared for your review upon contract award.
