Transit and other Crown Corporations, estuary and basin management programs and airport and port authorities; ° Coordinating implementation of strategic plan policies through regional water, sewer and solid waste utilities and other regional functions such as parks and air quality; . Supporting joint implementation work programs agreed to in partnership agreements; ° Maintaining current awareness of Livable Region Strategic Plan policies among partners and potential parmers; and ° Monitoring compliance with parmership agreements. A detailed staffing and financial plan for this work will be prepared for consideration by the Committee and the Board if the Board decides that the level of municipal support warrants proceeding further with this proposal. A preliminary estimate is that this work would require a minimum of three additional staff and up to “- ~ if the Board decided to pursue rapid establishment of implementing agreements. The additior st would be between $275,000 and $40C “10 per year. ~ 7 Member Municipalit Member municipalities have been deeply involved in the review of regional planning mandates and will have a formal opportunity to decide whether they support the Extended Service Establishment Bylaw. 8 ___Intergovernmental The Ministry of Municipal Affairs, Recreation and Housing has been kept informed of the progress of the mandate review. The Extended Service Establishment Bylaw would have to be approved in a regulation authorized by Order-in-Council. Regional planning mandate issues have been considered it major public events including the UBC Policy Workshop on Regional Governance on 22-23 Jatuary 1992, the GVRD's Public Conference on Regional Government on 20 June 1992, the Ministry of Municipal Affairs, Recreation and Housing's Symposium on Managing Urban Growth on 26-27 February 1993 and the Agricultural Land Commission's 20th Anniversary Seminar on 9 March 1993. It is proposed that the public be invited to comment in delegation to the Board prior to the finalization of the Extended Service Establishment Bylaw. 10, __ Staff Recommendations (a) ‘That the Strategic Planning Committee recommend that the Board give first reading to Bylaw 750, a Byiaw to Establish a Regional Strategic Planning Extended Service for the Greater Vancouver Regional District.
