Chambers of the City Hall on Tuesday, November 26, 1974. A number of items were discussed: 1. Poco House — Provincial funding of Poco House is continuing, however, it is now subject to a quarterly review by the Drug and Alcohol Commission. One of the requirements of the Drug and Alcohol Commission has been that we establish a form of management committee to oversee the operation of Poco House. The nucleus of this cormittee will, of course, be the Health Committee, however, the Health Committee will be adding representatives from the R.C.M.P. Probation Recreation Department, schools and Human Resources. The Committee held its first meeting on December 3rd and representatives included Mr. Jack Klein Counsellor from Poco High, Mr. Mark Bailer from the R.C.M.P., Janna Taylor from the Port Coquitlam Recreation Department, Mr. Jerry Coulter Probation Officer and, Mr. Gur Dahmi from the Department of Human Resources. The Committee will be meeting once a month and the representatives will be bringing to the Committee any feedback they get from the public and any ideas on how to improve the service that Poco House provides. A summary report which was presented to the Committee is attached and a further more detailed report will be prepared in January to summarize the years activities for Poco House. 2. Noise Control By-law — The committee has completed a draft for a noise control by-law with the assistance of Mr. John Gibb from the Simon Fraser Health Unit and Art Guite the Vector Control Officer. This by~law has been referred to the City Solicitor and a number of changes have been recommended and included in the by~law. The Solicitor has indicated that he has some misgivings about. the legality of the by~law and therefore. the committee feels that this should be a matter for further consideration by the Health Committee. The Committee recommends that the 1975 Health Committee take the matter under further advisement before making a recommendation to Council in connection with this particular by-law. 3.. Community Care Facilities Licence ~ 1455 Prairie Avenue Council will recall that property located at 1455 Prairie Avenue was rezoned a short time ago from RS-2 to RS-1 to permit the use of the property as a personal care home for five boarders. The Health Committee recommended that the application be approved as it was in accordance with our current by-law and Council subsequently approved the issuance of a licence to Mr. Roy Onstine. We have now received notification from the Simon Fraser Heaith Unit that Mr. Onstine's son and his daughter-in-law will be operating the home and the Simon Fraser Health Unit is processing a licence application for the mew applicants. They have asked for Council's acceptance of the change of operator. The Health Committee recommends that the application be approved. e 4. Mosquito Control Attached is a copy of a letter from ‘the Fraser Valley Mosquito Control Board indicating that they have voted to suspend operations for a number of reasons. The letter also indicates that 1£ a majority of Board members wish to provide services for 1975 a special meeting could be called to make the necessary arrangements.
