Riecken Acting City Engineer Extension of Lobb Avenue ~ Beaconcare Project RECOMMENDATIONS : 1) That Council approve the shortening of Lobb Avenue and creation of a cul de sac as well as the construction of a common 7.3 metre wide driveway protected by a Statutory Right of Way for public access to provide access to both the Beaconcare project and the Findlay property as shown in the attached sketch. That Beaconcare be responsible for ail legal and survey costs for the necessary road exchanges, dedications and Right-of-Way registrations. . That the City Solicitor be directed to prepare an amendment to the Developers Agreement covering the above changes. That the City Planner be requested to prepare a recommendation to Council with respect to the preferred configuration and land use for the City owned property south of Lobb Avenue. BACKGROUND AND COMMENTS: The Beaconcare Project was required as a condition of their rezoning, to build the.full length of Lobb Avenue to municipal standards to provide access to the project. Because the improvement of Lobb Avenue provided access to City owned lots to the south, the City agreed to share in the cost of road construction including curbs and boulevards. A Developers Agreement was executed to ensure construction of the road and with this in place, a Building Permit was issued. The foundations are partially constructed at this point in time. The G.V.S. & D.D. then notified the Developer that the 900mm sewer forcemain which exists along Lobb Avenue was constructed under peat bog conditions, and could be seriously_igmaged by the proposed road construction, if great care was not taken. sean Cont'd /2...
