Although ten proposals were submitted, the number of proposals
for a complete software and hardware system net out to nine. The reasons

for this are:
IBM Canada Ltd. submitted a praposal for hardware only.

Both ISS Ltd. and Systematics Consultants Ltd. submitted a
proposal for software only to run on the hardware proposed
by IBM Canada Ltd.

For the balance of this report we will refer to ISS Ltd. and Systematics
Consultants Ltd. as vendors, each using the identically priced hardware
as proposed by IBM Canada Ltd.
