Peters, City Engineer SUBJECT: Report on Flooding - October 31st, 1981 RECOMMENDATION: That the report be received for information. BACKGROUND AND COMMENTS: This is a report of the flooding that occurred within the City of Port Coquitlam during the recent period of heavy rain- fall on October 30th ana 3lst, 1981. The report is organized under various headings for Clarity. We have not been able to compare the Size of the storm to those occurring in the two previous years but from observations at certain locations, it would appear that the runoffs were similar though perhaps slightly less than those occur- ring in December of 1979. l. Hyde Creek - Hyde Creek at the Coast Meridian Road culvert came almost as high as it did two years ago and several properties on the north side of the creek, south of Lincoln: had minor backyard flooding. However, since we have put a dyke along the south side of the creek, we did not get the extensive flooding -along Sefton and Coast Meridian which we had two years ago. Further work which needs to be done in this area includes the replacement of the Coast Meridian culvert with a larger size and some additional minor dyke work at the bend in Hyde Creek at Vincent Street. 2. Cedar Ditch - The work which we completed this summer of widening the ditch and installing an additional culvert seems to have done what it was expected to do. From observations, the water levels at the discharge side of the floodgates remained about 11/2 feet lower than in 1979. Because the water levels in this section of ditch were lower, the floodgates were wide open and water was flowing through both floodgates as well as being pumped. This extra flow through the floodgates allowed the ditch upstream from the floodgates to remain lower resulting in no flooding anywhere along the ditch.
