Eng., City Engineer ITEM TIT Re: Elgin - Sha 2sov Intersection Council had asked for a report from the Pub Committee on the appropriate future use of Elgin: Aven: Shaugnnessy. The Committee feels that it will ke impr to keep Elgin spen as a-normal intersection in the fute the following reasons: 1. Traffic entering Shauchnessy from Elgin cannot see traffic coming through the: una 2erpass without actually entering the interecaction. This is not due to any. buildings but due to the retaining walls at the underpass. section would solve the visibility problem but would cr ds tferent kind of a problem. The installation of traf almost always resvlts in an increase in rear end accidents these would occur even more often at this lecation kecan trafflic doas not expect to have to ¢top in a tunnel. more if an accident Coes occur in the tunnel, it is cuite likely that the whele tunnel would be blocked because it is narrow. As this is a main access to the City, it would he best if it weuld net be necessary to install signals at this intersection. 2. The installition of traffic signals at the | si - The Committac suggests the following solution as a long sange plan for Elain. Please refer to.the sketch attached to this report. Elgin Street should be made a one-way street westbound from Chaughnessy allowing only movements which do not require signalization of the intersection and do not have a visibility problem. Elgin east of Shaughnessy sheulda to havea richt turn only access so that traffic Goes not make a left turn com ving ovt of the ‘tunnel and so that vis of traffic ceming through the tunnel is not a pronlem. a solution is used, then it is probably not necessary to widen Elgin west of Shaughnassy with the excention of improving the turn radius for right tur rns from Shaughnessy.
